What ECO Funding for Landlords Covers
ECO4 funding allows landlords to access free or part-funded upgrades that make rental properties more energy efficient, compliant, and appealing to tenants. The specific improvements available depend on your property’s EPC rating, existing heating system, and your tenant’s eligibility.
Landlord Eligibility for ECO4 and LA Flex
There are two main routes for landlords to access government funding, ECO4 and LA Flex. Both are designed to improve rental property efficiency and help landlords meet EPC targets while reducing costs for tenants.
ECO4 Eligibility
To qualify under the ECO4 scheme, your property and tenants must meet the following criteria:
Tenant Eligibility: Your tenant receives qualifying benefits such as Universal Credit, Housing Benefit, Pension Credit, or Child Tax Credits.
Low-Income Households: Some low-income households may qualify even without benefits, based on income thresholds and property type.
Property EPC Rating: The rental property must have an Energy Performance Certificate (EPC) rating of D, E, F, or G.
Heating Type: ECO4 funding typically supports homes with outdated or inefficient heating systems such as older gas, oil, or electric setups.
Landlord Consent: Work must be authorised by the landlord before installation begins, with all upgrades carried out by TrustMark and PAS 2030-approved installers.
LA Flex Eligibility
If your tenants don’t receive benefits, the Local Authority Flexible Eligibility (LA Flex) route may still apply. Councils can nominate households for support based on local needs, including:
Low-Income Tenants: Annual household income under £31,000, even if not on benefits.
Health Conditions: Tenants with health issues made worse by cold, damp, or inefficient housing (e.g. respiratory or cardiovascular conditions).
Vulnerability: Tenants considered vulnerable due to age, disability, or family circumstances.
High Energy Costs: Homes with high heating bills or poor insulation levels.
Each local authority sets its own criteria, so eligibility can vary by region.
Additional Funding Routes
If your property or tenants don’t qualify under ECO4 or LA Flex, other government initiatives may still apply:
Boiler Upgrade Scheme (BUS): Funding for landlords to replace old fossil-fuel boilers with heat pumps or low-carbon systems.
Great British Insulation Scheme (GBIS): Support for insulation improvements in properties that don’t meet ECO4 criteria.
